开营第三日——深入了解多边贸易体制,多角度理解区域主义

记者(赵鑫虎)2018714日,全球治理人才夏令营开营第三日,营员们的热情依旧不减。这一天,迎来了两位国际级别的权威教授。

上午,来自智利的教授Alejandro Jara为全体营员们作了主题为“多边贸易体制的未来与挑战”的讲座。教授在宏观、全球的视野下,为大家介绍了多边贸易的变迁和未来的机遇与挑战,使学员们能够更加客观地认识到全球经济和政治的联动变化。同时,他鼓励学生们要时刻关注全球政治经济发展规律及多边贸易体制的阶段特征,站在历史的高度,宏观地观察并掌握特殊性及其原因,极大地开阔了学员们的视野。

下午,James Rae教授的讲座更偏向于个人感受。他从个人角度出发,为我们讲解了亚洲全球治理与区域主义,传达了他对于亚太地区问题、国际组织议题的看法,营员们深受启发。

 

与其他专家不同的是,教授讲座风格活泼、互动性强,在交流中,学生们更加深刻地认识到了亚洲地区存在的问题和未来的解决方向,强化了认识。



Professor Alejandro Jaraobtained his law degree from the University of Chile in 1973. Then he pursued graduate studies at the Law School, University of California at Berkeley (1975–1976). From 1997 to 1998, he was Chief Negotiator for the Chile-Mexico Free Trade Agreement. In July 1999, he was designated Director General for International Economic Relations. In June 2000, he was appointed as Ambassador, Permanent Representative of Chile to the World Trade Organization in Geneva. In 2001, he served as Chairperson of the Committee on Trade and Environment of the WTO. Between 2002 and 2005, he was Chairman of the Negotiating Group of Trade in Services of the WTO.  

From 2005 to 2013, he has served as Deputy Director General of the WTO.  For three years until October 2016, he was Senior Counsel with the law firm King & Spalding LLP (Geneva). He presently practices international trade law in Santiago, Chile and teaches in several universities including Universidad de Chile, UIBE (Beijing), IELPO (Barcelona), Master in International Trade Negotiations (Mexico).


ProfessorJames DeShaw Rae is the professor of Government at California State University, Sacramento. James is originally from Iowa and did his bachelor's degree in Political Science at the University of Iowa. From 1997-2000, he worked in Washington, DC as a researcher at the United States Institute of Peace (USIP), a non-partisan think tank funded by the U.S. Congress to help prevent, manage and resolve international conflict. While there, he did a masters' degree in International Affairs at American University. He received his PhD in Political Science at the University of Hawai‘i in 2005. He is the author of Analyzing the Drone Debates: Targeted Killing, Remote Warfare, and Military Technology (New York, NY: Palgrave Macmillan, 2014) and Peacebuilding and Transitional Justice in East Timor (Boulder, CO: Lynne Rienner/First Forum Press, 2009). From 2011-12, James was a Fulbright Scholar at China Foreign Affairs University and from 2017-18 is a Fulbright Scholar at Beijing Foreign Studies University.
